Workgroup on Collateral Consequences of Convictions
As part of Maryland’s efforts to reform the criminal justice system, Governor Hogan started an initiative to study the consequences of incarceration for former inmates. The Justice Reinvestment Act (Chapter 515 of 2016) addresses issues that have resulted in an incarceration rate that deeply affects the health and welfare of many Maryland communities. This Act requires certain executive branch departments to study and report on barriers to employment due to criminal convictions. The Justice Reinvestment Oversight Board will monitor the progress and compliance with the implementation of the new law; further Governor Hogan believes that the effects of incarceration on individual lives, families, and communities merits further study. In December 2015, he directed the Governor’s Office of Crime Control & Prevention to create a working group to study the barriers many ex-offenders face when they are released from prison.

The Workgroup must submit a report on its findings and recommendations to the Governor by December 1, 2016.
